For mobile network operators (MNOs), mobile virtual network enablers (MVNEs) and mobile virtual network operators (MVNOs), RICA is a core compliance obligation — not a one-off step.
What operators must do #
- Capture and verify a subscriber’s identity and address before activating a SIM.
- Verify identity against approved sources, including the Department of Home Affairs.
- Check for risk signals such as a deceased identity.
- Keep a complete, retrievable audit trail of every registration.
Verification, not just capture #
The law expects registration to be backed by real verification. A verification layer that confirms identity, living status and address knowledge in one auditable result helps operators register compliantly and at scale.
Record keeping #
Registration records must be retained securely and made available for audit and lawful requests. Data must be handled in line with POPIA.
